Yuhai Zhao was sold on developing a master-planned city in Cleveland, Texas, on his first trip to the sleepy town 45 miles northeast of downtown Houston.
The chairman of Yihai Group — a longtime developer based in Dalian, Houston’s sister city in northeastern China — said he was attracted to the 8,000-resident city several miles north of Interstate 69 and the Grand Parkway because of its proximity to the Bayou City and the suburban growth that was emanating toward Liberty County.
